LSVD+: Too Little Progress in the Fight Against Anti-LGBTQ+ Violence

LSVD+, the LGBTQ+ rights coalition, criticized on Tuesday that measures adopted to combat anti-queer hate crimes are being implemented too slowly. The trigger is the “Evaluation Report on the Implementation of the Working Group’s Recommendations for Combating Homophobic and Transphobic Violence” (PDF), which was presented in mid-June at the 225th Conference of Interior Ministers in Hamburg.

The report takes stock of what has become of the 22 concrete recommendations that the working group, comprising representatives from federal ministries, states, and queer organizations, presented in the summer of 2023 (TheColu.mn reported). It notes that there have been tangible gains in bureaucracy and in the collection of statistics, but when it comes to practical, nationwide on-the-ground implementation, federalism is lagging behind the expectations. Some measures have been “only partially implemented.” According to queer organizations, there are structural deficits, particularly in Bavaria and Saxony. By contrast, front-runners are mainly the city-states of Berlin, Hamburg, and Bremen.

LSVD+ criticizes “mangelhafte Umsetzung”

LSVD+ board member Alexander Vogt criticized the “inadequate implementation” of the recommendations and urged the federal government and the states to “move from review to action.” He argued that, in particular, full-time LGBTIAQ+-contact personnel should be established at all police authorities with clearly defined responsibilities and adequate resources. “Many existing structures still rest on part-time arrangements and individual volunteers,” Vogt lamented. “In addition to strengthening state structures, LSVD+ calls for reliable funding for counseling, reporting, and prevention services.” The federal and state governments must meet their duty to protect.

The working group had been launched by the Federal Ministry of the Interior after the deadly assault on trans man Malte C. at Münster’s CSD in 2022. After the Interior Ministers Conference formally adopted the 22 recommendations in June 2023, a three-year window was agreed to examine how seriously the states were taking actual implementation in day-to-day policing.
