Schleswig-Holstein to Strengthen Gender Equality by Law

Schleswig-Holstein aims to strengthen gender equality for men and women in the state. The cabinet in Kiel approved a corresponding revision to the Equality Act on Tuesday, according to the Ministry of Social Affairs. The central goal is to push ahead with equality in state and local government administration.

“Equality doesn’t happen by itself,” said Social Minister Aminata Touré (Greens) at a press conference. “It requires not only political will but also clear rules and strong structures.” Therefore, the law reform should create more binding obligations, so that gender equality is integrated into the structures of the public service.

For example, when appointing and deploying representatives for commissions, advisory councils, committees, boards, and administrative and supervisory boards, a clearly binding requirement for equal participation will be stipulated. “Women and men must be represented equally going forward,” Touré explained.

Better protection against sexual harassment

Another area of emphasis is stronger protection against workplace sexual harassment. The amendment states that any form of sexual harassment is not only prohibited but must also carry consequences in the workplace. According to the ministry, these can be disciplinary, employment, or personnel-related penalties. It also clarifies that after an incident, the perpetrator should primarily switch workplaces — not the person who was harassed.
