At just after 10:20am, Shakopee police officers took Ty Hoffman into custody at a shopping center on the east side of town on Thursday morning. He’s accused of the murder of LGBT community leader Kelly Phillips, and of robbing a bank in Blaine.
At a press conference on Thursday, Shakopee Police Chief Jeff Tate said: “I’m pleased to announce that earlier today, Ty Hoffman was taken into custody by the Shakopee Police Department. This happened at approximately 10:30am this morning when officers responded to a ‘suspicious male’ call out at our Southbridge Crossings Shopping Center, specifically the Arby’s restaurant. This concerned citizen did everything we asked the public to do: they observed, they reported, they kept our officers updated on the location of this individual. Our officers located Ty Hoffman and subsequently took him into custody without incident. He was not armed at the time. We continue to search the area for anything that might have belonged to or been in his possession at the time.”
On Aug. 11, Phillips was shot and killed at a gas station in Arden Hills. The suspect since then has been former business partner Ty Hoffman. Hoffman’s vehicle was spotted in Blaine several days later and a search of the Anoka-Blaine Airport commenced. Police believe Hoffman then robbed a bank in Blaine where a bank employee released a red dye into the stolen funds. Those funds turned up in Prior Lake and Shakopee near the Mystic Lake Casino where several individuals said they saw Hoffman.
Ramsey County Deputy Chief John Kirkwood said they’d received “numerous tips that have come in and finally we got lucky on one.”
He said it was “good old fashioned police work and a concerned citizen. I want to thank the media for keeping this story fresh and keeping people aware.”
Tate said Hoffman was not with anyone else when he was arrested.
As of 12:15pm, Hoffman was being held at the Shakopee Police Department and being interviewed by Ramsey County authorities and the Bureau of Criminal Apprehension. He’ll be moved to Ramsey County Thursday afternoon.
The tipster “has a suspicion that it was Ty Hoffman” Tate said. “When he was first observed by the officer, he was outside the Arby’s drive thru looking at the menu.” Hoffman was not in a vehicle at the time.
Tate said that authorities believe that Hoffman was in the area, but they don’t’ know where he had been sleeping since he was spotted early last week.
“There will be some subsequent investigations especially if we find someone else was involved in helping him,” Kirkwood said.
Kirkwood said they anticipate more charges will be brought against Hoffman.
He said that the peaceful manner in which he was caught could be an indication that Hoffman was tired. “People often times they get tired of running and they’re actually ready to get caught. And that’s the sense we got today when he was captured peacefully.”
“You probably didn’t think I could smile until today,” said Kirkwood. It’s a very great relief for everyone, the family as well. It was a critical case and I know it was a critical relief for the Phillips family.”

At a 4pm press conference, Ramsey County Deputy Chief John Kirkwood told reporters that the murder weapon, a camouflage-colored, .45 caliber Glock handgun had not been recovered. Authorities suspect it may still be in Shakopee. Ty Hoffman will appear in court on Friday, where Kirkwood said new charges would likely be filed. Police have not ruled out whether Hoffman had help evading police. The charges against Hoffman will remain sealed. On Hoffman’s condition after being caught, Kirkwood said he “looks pretty good…appears to be healthy and in good physical condition.”
Kirkwood also says that Metro Transit Police has been helpful in tracking Hoffman’s movements across the metro. He alluded to evidence that he took public transportation to get from Blaine to Shakopee.
